Billy is, overall, a very easy-going guy. He’s grown up with the knowledge of the supernatural; spent years working in fishing, trade, and tribal relations; and raised three teenagers; so basically, there’s nothing that shocks him anymore. He’s very outgoing and social and maintains a friendly relationship with most people he’s met on and off the reservation.
As the chief of the Quileute Tribal Council he takes a lot of responsibility for the safety of everyone on the reservation, especially after the reveal of vampires and shifters to the public. Billy and the other elders made the decision not to deny their tribal history, and also opened the reservation to any other shifters needing refuge, a decision that some people found controversial due to the attention it drew to the area, and subsequent danger it put them in, but Billy felt they had an obligation to use their position to help as many people as possible.
While Billy takes their customs and history very seriously, he’s also willing to acknowledge that he doesn’t know everything, and that people (and, non-people) are capable of change. He respects the opinions of his family and friends on important issues, and is generally willing to take all sides into consideration before making a decision.

One of billy’s earliest memories was watching his grandfather and other tribal elders phase into large wolves. He was very close to his family, and grew up being told first-hand stories of the shifters and understanding that they had been given an important ability that allowed them to maintain balance and protect their tribe.
As a child, he longed for the day he would phase and he and his friends would turn into these powerful heroes. But the reservation remained peaceful, and the lack of vampire activity ensured that no one phased for so long, that only a handful of people alive even remembered that shifters existed. It never bothered Billy that people took his words as folklore over truth— he didn’t need validation for what he knew.
Instead of phasing, he kept a busy social life and spent most of his late teens and early adult life working on fishing boats. He began to see the peaceful life they had developed a blessing, as he married the love of his life and the two of them began a family.
Just a few years after he and Sarah had their last child, she died in a car accident. Her death was hard on their family, especially his eldest daughters, who chose to leave the reservation and purse their goals out of state. Billy remained with his son Jacob. By that point he had stopped working such long hours due to the development of neuropathy in his legs and he developed a much close relationship with his son than he had had with his daughters.
When the Cullens returned to Forks, Billy tried to prepare his son for what he knew would happen to him, but Jacob was skeptical to believe that the legends were true. As one of the few non-pack members who know about shifters, Billy was able to tell when most of the kids on the reservation first phased, and he would have been supportive to any of them who needed help and couldn’t go to their own families.
Billy remained fairly involved with the pack, especially after Jacob phased, offering advice to the group as well as helping to cover up supernatural events and explain the shifters’s absence in a way that would not draw unwanted attention to the tribe. Now that shifters are being attacked by humans, Billy has taken a very active role in protecting the pack and the reservation, including those who, while not active shifters, are still vulnerable to the effects of gryanite.
